If you give an physician the ql-dignity 9999, the add-Service methods give allways the error back, that the physician needs a special ql-dignity.
The same is with 9995 - " Alle operativen dignitäten."

Ad 9999: the ql-dignity 9999 means applicable by all physicians (it does not mean to give a physician all dignities). If a physician has further dignities they have to be added as well to complete the dignity spectrum of a physician.
Ad. 9995: the ql-dignity 9995 is a dignity a set (a collection of different dignities) that can not be claimed by a physician. However, if a physician adds the dignity 0200 it directly inherits the dignity set 9995 internally.
